Subject: [PATCH] [ARM] Kirkwood: CPU idle driver

The patch adds support for Kirkwood cpu idle.
Two idle states are defined:
1. Wait-for-interrupt (replacing default kirkwood wfi)
2. Wait-for-interrupt and DDR self refresh
