	Cleanup the PowerPC tunings to match the new tuning README file. Default PowerPC to using TUNE_PKGARCH = ${TUNE_PKGARCH_tune-<tune>} Fix AVAILTUNE settings in ppc603e, and ppce500mc to be addative.
