util-linux.inc: add fallocate only for class-target
Because the util-linux_2.32.bb recipe explicitely disables fallocate
for nativesdk triggering build warnings:

alternative target (sdk/usr/bin/fallocate or sdk/usr/bin/fallocate.util-linux)
