tcp-wrappers: add new package
version 7.6
based on tcp-wrappers recipe of openembedded
changes from openembedded version:
- set -DUSE_GETDOMAIN in NETGROUP to fix build error
- install libwrap into ${base_libdir}, since it's required by
some essential components (e.g. portmap is in ${base_sbindir})
- distribute libwrap.a as well in libwrap-dev
