tune-cortexa*, tune-xscale: fix ARMPKGARCH
* hf/t/neon/b suffix is added by other ARMPKGSFX* variables, should not be
part of ARMPKGARCH, otherwise resulting TUNE_PKGARCH have that suffix twice,
e.g. cortexa8hf-neonhf-neon
