bitbake.conf: Make BUILD_OPTIMIZATION respect to DEBUG_BUILD
We may also need debug native tools, so make BUILD_OPTIMIZATION respect to
DEBUG_BUILD, otherwise, we need set CFLAGS in the recipe which isn't
convenient.
