Use require for the BitBake files within packages. In contrast
to the conf files the authors of these files expected these files
to be included.

made patch to remove static, included it in the inc file
bumped all PRs of the files that include that file

- There already was a separate package for 'mount', there are now
packages for umount, swaponoff and losetup - i.e. all the 'mount'
tools except pivot_root. To ensure backward compatibility
util-linux (the main package) RDEPENDS on the new packages.
