HAL uses 'udevinfo' command which is part of udev-utils. In previous
commit I made 'udevinfo' command working without installing main 'udev'
package (which is not needed on systems where mdev is used as hotplug
manager).

This is a partial revert of aa03004ace2fabb135a6208ef8c2d2b312aa7b0b. The
approach that was taken leads to disagreement and the change was pushed
too early. DISTRO_PR is going to say and will be used inside the package
creation. There will be more disucssion on the list about where to continue
from here.

Allow a distribution to globally bump the PR of every package
this is useful when there was a change in the toolchain and
every package is going to be different.

hal_0.5.9.bb is the only user of hal.inc and we can safely move everything
into the common include file.

libusb-compat: add a compat layer for libusb 0.1.x apps
hal: use libusb-compat, not libusb
lcd4linux: use libusb-compat, not libusb
This will give increased powersavings because of this new feature:
* libusb-0.1 wakes up the CPU every millisecond when waiting for bulk/interrupt data. The replacement of libusb-1.0 combined with libusb-compat-0.1 sleeps efficiently, only waking up when data has arrived.
