This is a partial revert of aa03004ace2fabb135a6208ef8c2d2b312aa7b0b. The
approach that was taken leads to disagreement and the change was pushed
too early. DISTRO_PR is going to say and will be used inside the package
creation. There will be more disucssion on the list about where to continue
from here.

Allow a distribution to globally bump the PR of every package
this is useful when there was a change in the toolchain and
every package is going to be different.

GCC compiles the xgcc cross compiler and will compile target
libraries e.g. libstdc++. It uses autoconf to configure the target
libraries which uses /usr/bin/cpp to determine the presence of
host includes.
By using xgcc we will not risk to include /usr/include to find standard
headers. If we do our cross compile check will hit.
The gcc 3.4 series patch only addresses target-libstdc++ where the
gcc3.3 and gcc4 series patch all targets

Add GCOV_PREFIX* cross-profiling patches.
Pass in GFORTRAN_FOR_TARGET for cross builds.

* Adjust the gcc build to patch away the STMP_FIXINC/STMP_FIXPERM screwup when not setting --with-sysroot, and stop passing --with-sysroot .. setting it was resulting in our g++ binary adding -L/lib and -L /usr/lib to its link lines, which caused lots of problems.

Bump PR.
Set --with-sysroot for the target gcc build, which fixes the "missing syslimits.h" problem.
Gcc packaging updates: split out gcov and cpp, package the /lib/cpp symlink, and rename the -c++ and -f77 packages.
