We needed to use legitimize_package_name on our locale string. So
we just take the eglibc package name that's been legitimized and change
it from 'eglibc...' to 'glibc...'

The localedata function for doing the add needed to use group.lower() in the
print adding to RPROVIDES (ipk at least is case-sensitive). Add similar
functions for charmap and gconv. Bump PR.

Without this, install fails if you don't already have gperf installed on
the host

This is a partial revert of aa03004ace2fabb135a6208ef8c2d2b312aa7b0b. The
approach that was taken leads to disagreement and the change was pushed
too early. DISTRO_PR is going to say and will be used inside the package
creation. There will be more disucssion on the list about where to continue
from here.

Allow a distribution to globally bump the PR of every package
this is useful when there was a change in the toolchain and
every package is going to be different.

for tasks which do not care about the libc being used.

Busybox/logger is the place where libgcc is really invoked.

2. Recommend libgcc unconditionally for eglibc based images as its all nptl.

components when recompiled. Also same sequence for all different combinations (uclibc/nptl/eglibc/glibc/linuxthreads). Also fixes and patches that I worked to get various ancient compilers working.
