- Split the bind-utils into a new package
- epoll fails because it can not run the test. Do not use
epoll for bind... even if unlikely a resulting binary might
run on linux 2.4 and then things don't work...

This is a partial revert of aa03004ace2fabb135a6208ef8c2d2b312aa7b0b. The
approach that was taken leads to disagreement and the change was pushed
too early. DISTRO_PR is going to say and will be used inside the package
creation. There will be more disucssion on the list about where to continue
from here.

Allow a distribution to globally bump the PR of every package
this is useful when there was a change in the toolchain and
every package is going to be different.

BUILD_CC, but the target CFLAGS were still there, preventing the target
cflags containing anything which only works with TARGET_CC. Fixed to use
BUILD_CC, BUILD_CFLAGS and BULD_LDFLAGS - still a hack because these come
in 'by magic' from the environment, but that's fine in OE builds because
they are always set by the do_compile script.

step to succeed, this breaks the osuclibc build (at least) because openssl
is not built (before bind).
