klibc: fix packaging
* insmod was removed after klibc_1.5
* dmesg, sync and ls have been added with 1.5.15
* wc and losetup are provided by OpenEmbedded patches
* bump INC_PR and recipe's PR to propagate the changes to klibc-utils
