ipkg 0.99.163: Apply patches to optimize internal algorithms.
* Leading to 10x+ speedup on typical OE feeds (thousands of packages)
* Still needs more testing, though developers' testing didn't show any issues.
* Read patch comments if in doubt.
* Closes #2244.
