gcc - ${TARGET_PREFIX}gcov are useful for cross code coverage analysis.
Cleanup some errors in packaging when certain files do not exist.
Add GCOV_PREFIX* cross-profiling patches.
Pass in GFORTRAN_FOR_TARGET for cross builds.
