mc-4.6.2: Miscelaneous fixes:
* Correctly build help whiles cross compiling.
* Detect codeset from langinfo tables, not locale name.
* Ignore modifiers with Esc + Numeral F-keys emulation.
* Package locale dependent files to locale sub-packages.
* Install profile.
* Use standars stages.
* Fixed Serbian locale.
