The new version of Yocto changed the tzdata recipe and the list of related packages (commit: http://cgit.openembedded.org/openembedded-core/commit/meta/recipes-extended/timezone?h=dunfell&id=2af4d6eb2526d60b26bc5128068541ff3350fb58) So, now tzdata contains some extra packages including "tzdata-posix" and "tzdata-right", but we don't need to use them. As a result of the analysis, it was decided to stop using tzdata meta packages and indicate the required timezone packages explicitly.
