These recipes all had a long DESCRIPTION but no SUMMARY; since the
SUMMARY is often displayed alone by package managers and the default
value ("${PN} version ${PV}") isn't particularly useful, we should
always try to set SUMMARY.

fix two cross-compile issue to enable termios:
1. Define ac_cv_ispeed_offset in EXTRA_OECONF to avoid to call AC_TRY_RUN()
on cross-compile environment.
2. fix autoheader to generate *_SHIFT macros

socat is useful for the self-hosted-image work.
The original recipe is from OE:
http://git.openembedded.org/openembedded/tree/recipes/socat/
and I upgraded it to 1.7.2.0.
Thank Koen Kooi <koen@dominion.thruhere.net> for suggesting
how to assign the LICENSE field with a proper value.
