This means mismatched layers are more clearly identified to the user in
cases where compatibility has not been tested. This is perhaps not as
needed for the core repository (other than CORENAMES) but lets lead by
example.

This will allow for an example recipe with a .bbappend, such as
busybox or kernel configure fragments.

"packages" was the old name (pre-2010) under which the recipe files were
stored.

bitbake handles immediate expansions of LAYERDIR for us automatically.
