scripts/create-recipe: drop
We have "recipetool create" (or "devtool add" which wraps it) instead which works pretty well now, is written in Python and thus can call into BitBake/OE code easily, and can do things that create-recipe can't; any future improvements should go into recipetool and therefore I think we'd rather people used it instead.
