Replace one-line DESCRIPTION with SUMMARY

A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

liboil: patch source code for x32

Make the assembly syntax compatible with x32 gcc. Othewise x32 gcc throws errors.

Add upstream 1921498bcc06408e8b051a3a9e9ce4182998f748 patch to fix
compiling with vfp

Without this patch this error occours on arm with vfp and softfloat:

SRC_URI, S: use BPN instead of PN for multilib case

in multilibcase, PN has multilib prefix, so it is not
correct to use PN in SRC_URI and S. instead,  we've
dedicately pruned multilib prefix in BPN, so BPN is
the right alternative for PN.
