configure.ac references the m4 directory so things like gtkdocize
will try and place m4 files there. We need to ensure the directory
exists or the builds can fail.

<title>autotools-brokensep: Mark recipes with broken separate build dir support</title>

This patch goes through the OE-Core recipes and marks those which use autotools
but don't support a separate build directory (${S} != ${B}). A new class,
autotools-brokensep is used for this purpose.

This doesn't introduce any change in behaviour in its own right.

A lot of our recipes had short one-line DESCRIPTION values and no
SUMMARY value set. In this case it's much better to just set SUMMARY
since DESCRIPTION is defaulted from SUMMARY anyway and then the SUMMARY
is at least useful. I also took the opportunity to fix up a lot of the
new SUMMARY values, making them concisely explain the function of the
recipe / package where possible.

automake 1.12.x automatically deletes empty directories, so
the additional rmdir from the do_install_append fails.

cleanup the do_install_append for automake 1.12.x

Avoids this build issue:
| rmdir: failed to remove `/srv/home/nitin/builds/build-gcc47/tmp/work/i586-poky-linux/libfm-0.1.17-r4/image/usr/lib/gio/modules/': No such file or directory
NOTE: package libfm-0.1.17-r4: task do_install: Failed
