<title>acl: fix race issue when do_compile</title>

<id>73d3d81fcdb92dd85c6ad1609e3a6eb20f1ea539</id>

Fixed race issue:
 In file included from acl_copy_entry.c:22:0:
 libacl.h:19:21: fatal error: sys/acl.h: No such file or directory
  #include &lt;sys/acl.h&gt;

[snip]

 compilation terminated.
 acl_get_file.c:27:24: fatal error: acl/libacl.h: No such file or directory
  #include &lt;acl/libacl.h&gt;
                         ^

The acl.h is in "include" directory, and include/Makefile creates
symlink "sys" and "acl" poinst to current dirctory:
$ ls include/ -l
acl -&gt; .
sys -&gt; .

So if "libacl" target runs before "include", the error would happen
since no "acl" or "sys" directory.

Let libacl depend on include can fix the problem.

There were a few straggling expansion parameter removals left for
getVar/getVarFlag where the odd whitespace meant they were missed
on previous passes. There were also some plain broken ussages such
as:

d.getVar('ALTERNATIVE_TARGET', old_name, True)
path = d.getVar('PATH', d, True)
d.getVar('IMAGE_ROOTFS', 'True')

which I've corrected (they happend to work by luck).

getVar() now defaults to expanding by default, thus remove the True
option from getVar() calls with a regex search and replace.

Search made with the following regex: getVar ?\(( ?[^,()]*), True\)

<title>attr: Convert SSTATEPOSTINSTFUNCS to a do_install_append</title>

A SSTATEPOSTINSTFUNCS function here is overkill, just do this in a
do_install_append_class-native and create relative symlinks rather
than absolute ones which would then have to be relocated.

There doesn't appear to be any reason to keep this dependency on ncurses in
attr, so remove it.

This reverts commit 7c474dc3d65bb3f71b375d36d81959cb405be80a.
