python: Fix PGEN linking errors

Parallel make races when linking PGEN affects target's python
compilation as well, adds patch from python-native to modify the
Makefile and avoid parallel make races, also updates upstream status

python-native: Reverts usage of distutils.sysconfig

On older versions of Python, sysconfig read the Makefile and Python.h, generated at build time
now it uses _sysconfigdata which contains information about the HOST, erroneous in our case,
this causes an error when bulding something using distutils since it obtains compiler information and such.

Also fixes configuration of _ctypes/libffi

python: remove the default optimization

We had hard coded python-native and python's default optimization to 1,
which made the "assert" statement didn't work, and removed the "-O/-OO"
(optimization options), the target python had a "-N" option to disable
the default optimization, but the native python didn't.

I think that we can set the environment variable PYTHONOPTIMIZE or use
"python -O" if we need to optimize, but I'm not sure whether we need to
set it by default, it would confuse the user or cause/hide unexpected
problems if the "assert" doesn't work.

python: Fix re-execution problem due to patching configure and configure.in

There was a patch patching both configure and configure.in. Since the recipes
all autoreconf, this is pointless and means subsequent patch tasks fail.

The fix is to only patch configure.in.

python-native: distutils: don't use libdir, remove dead code path

* Coming from OE-classic it was surprising that python-native now
  requires 'libdir' to be exported. Otherwise autoconf would fail
  to detect python libraries. This happend using a customized
  environment setup script to use OE's compiler and libs without
  bitbake.
* Use STAGING_LIBDIR instead of libdir.
* While at it, remove redundant 'and' statments.

python, python-native: always set platform to linux2

* Fixes many problems with linux2 vs. linux3. At least:
  - Detected version was from build-host instead of target-host.
  - linuxaudiodev and ossaudiodev were disabled for linux3.
  - Files were missing in /usr/lib/python2.7/plat-linux3.
