RDEPENDS/RRECOMMENDS/RSUGGESTS/RPROVIDES/RCONFLICTS/RREPLACES cleanup
* only 769 from 1102 recipes were covered by automatic PR bump, list
of remaining 333 recipes not using PR/INC_PR is available for manual
PR add or INC_PR conversion - volunteers?

* just echo 'PR = "r1"' to recipes without any PR/INC_PR is not so good
idea without manual check, because sometimes they rely on PR set in
their .inc file and "r1" could make it go backwards

* there is probably very few cases when it's needed without _${PN},
if you find one in attached patch, please enlighten me
* usually we want those only for ${PN} not for all ${PACKAGES} ie ${PN}-dev, ${PN)-doc etc
* there is a check for this in recipe-sanity.bclass

/sbin/blkid is provided by both bisybox and util-linux-ng-blkid package,
but at different paths. Busybox version does not accept any options (ignores),
which partially leads to attempted access to /dev/mtdblock0 on OMAP
architecture, which by itself leads to excess error messages from mtd layer
due to different ECC methods (OMAP processor requirement for booting).
If using util-linux-ng-blkid, plus a small patch to udev rules
(http://markmail.org/message/454coplvll4vf3jf) this issue can be fixed.

uclibc-based configurations fail to build util-linux-ng-native because
of "-lintl". Fix LDFLAGS for native builds.

This commit is next step after e2fsprogs lost libblkid, libuuid, fsck,
blkid packages.
Most applications/libraries now require u-l-ng versions of uuid/blkid
libraries.
Also I followed Debian in moving to u-l-ng components instead of
e2fsprogs ones (fsck, blkid).
Recipe got cleaned up and unified.
Util-linux-ng 2.17 requires fallocate64 which is glibc 2.11+ so
I disabled that functionality for now.

siginterrupt is obsoleted and newer versions of uclibc
has moved these functions to a different category which is
not enabled by default. Best is to replace it with
sigaction.

Change the provider for libuuid and libblkid from e2fsprogs-libs
to util-linux-ng.

Unconditionally include stdarg.h to introduce va_list to
the compiler. uclibc has langinfo but not these kind of
attributes. Guard the usage of these attribute similar to
how the uclibc locale test program is doing it.
