bb files: Revert the introduction of FILE_PR

    This is a partial revert of aa03004ace2fabb135a6208ef8c2d2b312aa7b0b. The
    approach that was taken leads to disagreement and the change was pushed
    too early. DISTRO_PR is going to say and will be used inside the package
    creation. There will be more disucssion on the list about where to continue
    from here.

    Allow a distribution to globally bump the PR of every package
    this is useful when there was a change in the toolchain and
    every package is going to be different.

* 0.14.1 is using some old macros never used in modern autotools scripts
* only e2fslibs so far clashes, while it needs some of the old macros
  (MKINSTALLDIRS) but this will be fixed really fast

gettext: fix --enable-nls stuff

* --enable-nls has diffent meaning on gettext self
  libintl is only buildable when you enable nls, which
  is default on gettext package self, so remove my nasty hack
* fixing later that no locales package are made
  when the user wants no nls
* add gettext-native ncurses expat to the depends as suggested in
  the DEPENDENCIES file

  can test
* add a hack to en/disable localization when USE_NLS is set, for 0.17
