Break people's builds again.. this time moving the packages into a packages/ subdir to clean things up a bit.

hotplug: add /etc/sysconfig/usb, and patch usb.rc to allow the sysconfig/usb to specify exactly what host controller driver to use (simplifies things for tosa).
