add libpcap 0.8.1 to buildsystem. rewrote the shared libray patch and stripped all bogus debianisms :)

  Remove bad hardcoded prefix/sysconfdir in the gpsd build (they're already set *properly* in the oe_runconf script), and change /usr/bin to  so we obey the globals.
