[MTS-MTQ] QuectelRadio implementation

Removed copies of the following functions:
- TelitRadio::queryLteLac
- TelitRadio::setCGREG
- TelitRadio::queryCGREGstring

Those functions are already implemented in the CellularRadio class.
Their implementation is common for both Telit and Quectel. There is no
need to override them in TelitRadio.
